Hen, as often is the case, i asked what distinguishes actuaries from others who may have similar modelling or mathematical or statistical or economic and financial skills i usually point to two attributes the power of the profession to inform and the focus on outcomes. nowhere are these two attributes more important than in the provision of a financial condition report fcr ; . there is considerable discussion within the profession and in the general insurance industry about the provision of a fcr as recommended by the owen royal commission and endorsed by apra. let me first clearly state where i stand. as a professional company director and also as a board member of another regulator i have no doubt that a fcr that encompasses the real health and capability of the company to go forward is one of the most valuable tools available for good governance and for good management leadership. as president of the iaaust, i believe we have the capacity, provided we are prepared to take up the challenge, to provide fcrs to the general insurance industry that would clearly add significant value for both the directors and managers of those companies. the best corporate governance is associated with a corporate culture that seeks out information, understands risks and acts on them. the actuarial profession can play a major role in developing good corporate governance by using its skills and capacity to inform both board and management of the risks and issues which lie ahead and the financial capacity of the company to deal with them. a board is only as good as the information which is laid before it either initially or in response to questions. without information it cannot act or it cannot act in an informed way. a good fcr will look at the strength and robustness of the company. it will look at the company's strategies and plans going forward and the financial capacity to support those plans. it will look at the the emerging risks and threats and at weaknesses that the company may need to address. much of this information is already collected for other aspects of the actuarial role settling outstanding claim provisions and determining the required risk capital. the actuary will also have to develop much of the information in dialogue with other senior executives of the company. the initial fcrs may not canvass all the issues as effectively as we would like and so it will be incumbent on the profession to develop a road map in conjunction with the industry so that within a few years we are producing a document which is regarded by boards as one of the most essential tools available to them.
